Got it back together. I can't believe it. IT'S FIXED!! No more slow idle return. I don't know how I ever missed spotting that with as many times as I had the rack off. I didn't even see it before removing the bowls as you can see in the photo. I got my little screwdriver out to remove the pilots. Stuck the screwdriver in the first pilot hole and suddenly spotted the crack in the vacuum line. Well I'll be - Loki there! I removed the pilot jets anyway. I inverted the rack and filled each hole with WD-40. As suspected, it ran right through all of them in about 2 seconds. No blockage there. Then triple checked the float height and slapped them back together. Replaced both lower and upper vacuum lines with new hose.
I want to thank everyone for pitching in to help me resolve the problem. And to everyone that swore it was an air leak -- you were right. I just didn't see it.
