Hmmmm.....well, some of the antics that some of the Brit biker clubs get up to would certainly classify them as "unusual" IMO, but "terrorists" is going a little far methinks.
This obviously is an effort by the communist...ooops....socialist Labour government in the UK to control one more aspect of everyday life over there. Communists....er......socialists are very big on intrusion into the life/thoughts of their citizens generally and so-called "anti-social elements" in particular.
The "anti-social" tag is usally applied by some kind of Star Chamber of faceless/anonymous "social engineering" civil servants after "suitable consultation" with "social experts".
Next comes "re-education" camps like those beloved of the North Vietnamese and PRC governments, both renowned worldwide for their "forward thinking social planning".
