These valves can be taken apart.
usually the spring will be toast.
buy another set off ebay and splice a good valve
onto your current setup. you can get a 1/4" dia piece
of hose at the hardware store that will do wonders to splice them together.
quit driving it like this though...

Hey whats up crew ?
well I made it to the east coast.. did get an eye infection in kentucky. They play some pretty mean banjos there! I drove the truck, but some super cool riding roads & camping in W.Va. Out here West virginia is closer than cheyenne is to denver. will get ole schmokey out of storage this week, bring the main jets back to stock, clean her up and start to terrorize this side of the continent. I am a bit worried.. you ahve to go through all kinds of inspections and crap here for registration. I guess I'll finally have to make a normal brake light switch. and theres a bunch of "stock type" regulations.... not even sure if the suzuki symbol I have is stock.
TONS of RUBS out here ( rich urban biker scum ).. no-one has enough sack to build their own crap, much less ride it. realllyyy lame-o.
Anyhow, on that note I've decided to buy a brand new Buell. maybe it was all that fine kentucky 'shine or maybe the banjo playin, or maybe the bbq posum! who knows... but their fun to ride, good gas mileage and hey at least part of the money stays here in the us.

( sorry just still bitter cause yours is so much nice looking than mine ever was or probaly will ever be )
You can easily buy carb rebuild kits for these. sudco is good, check ebay. they are on their regularly. Also... did you by any chance blow out the carbs with compressed air ?? this will damage the floats. They may have already been damaged. in fact when I first got my bike the floats had extremely small leaks in them. they would work long enough to get a mile or so down the road. then they'd fill up with gas and not work and the bike would do some really scary revving.
I got replacement floats at the local suzuki dealer, within a week for about $12 a piece. I'd recommend doing this just so you know it will never become an issue again. your dealer can order you rebuild kits to. ( mine did at least ) will be a few more $$ than flee-bay but at least you know who's but to kick if they don't come in.

Brad , i read that you are planing to replace the petcock anyways but the fuel should only flow on prime when the engine isnt running .. I got it running well (aside from a REALLY high idle) about two months ago. Then all the varnish that dissolved in the fresh gas gummed the carbs. Carbs are soaking. Again.
I work in Greenbelt at Goddard, not too far from you! I do have my SV to ride.
Did that earlier this evening.Get a in-line fuel filter before you have another go at starting. You could be doing everything right but a cruddy tank could be giving you red herrings. Maybe not but at least you can eliminate that one.

Brad are you asking about the plastic nipples pushed in towards the top of the carbs on the sides?
Those are air vents to the float bowls and should not be blocked off. If you blow through them, where does the air "come out" It should be in teh upper face of the float chamber - usually a hole with a small brass drilled plug in it.
They usually have small bore hoses on them which dangle down near the carb bodies to allow air in but to keep water out.
