I have a decent ear for rpm's and I find my tachometer's insistence that the bike is idling at 2700 to be ridiculous. It is 1200-1500 tops. However the gauge does seem to be accurate at 4k and above. Has anyone else had this problem?

Mine used to do the opposite. Accurate at tickover, but only rev to "4000 rpm".
I had to disassemble it to find the problem. I don't know their names, but the part where one bit spins inside the other (one of them obviously a magnet) were misaligned, probably by some heavy handedness when the cable had been removed or fitted in the past.
It needed centering and fixing with epoxy to hold it in the correct position. That solved the problem
