fork seal shims

The original for seals were 14mm tall. To my knowledge those seals don't exist anymore. The only ones available are 11mm tall. Some time ago there was a thread about this and it was mentioned that 3mm shims be used to accommodate for the shorter seals. Now I have 3 questions:
Does anyone know of a source for those shims?
If I have some made up, does the shim go under or over the seal?
In the past I have driven the seals all the way down to shoulder. Look up on Alpha sports the front forks fiche for a 76 GT550, At the bottom of that fiche you will see part # 11. It is called "ring, oil seal stop". Shouldn't that be a snap ring or a circlip? If that is the 3mm spacer, I see no means of retention.

That's the circlip. On some bikes Suzuki uses a bent wire and in others they use a flat steel circlip. That looks like the latter.

You don't need a shim to hold the seal down. Seals are driven into the slider and I have yet to see one that moved up and out on its own. Or get a pair of leakproof seals. Keep the steel washers they come with and throw the seals out (they are junk).

I removed the top piece on the original seal and you can use that as the spacer.
