If the top rubber piece that the sits on top of the carb is cracked at the top will it affect the operation of the carb?

I could be wrong, but I don't think this would really affect the operation of the carb in any way. That piece is actually just a dust boot, and if you look at the carb, the screw-on top cap has a rubber gasket that provides a good seal for the throttle slide at the top of the mixing chamber. The fit of the slide in the mixing chamber is pretty tight anyway, so there shouldn't be much, if any, air leaking through the top cap anyway.

Trust me it makes a big difference. Having a leaking carb top boot will cause a lean condition, even to the point of a run away idle if the leak is gross enough. I had problems with idling with my '71 T500, replacing the carb top boots remedied the run away idling problem.
