Regarding the lock, heres what I found out, the older fuel cover locks such as on the RE5 and 76/77 GT 750 even though the key is coded, any round top key opens it and its not because the cylinder is worn.
Buy a new one and it comes with two keys and only those open that lock. BTW none of these fuel cover locks ever had the number stamped into it.
