It appears the previous owner bought some pipes from another model of similar sized cc bike and then set about hacking them up to fit the bike he owned.
The end result was and still is "instant ugly" you gotta love the clearance dents he placed into the critical parts of the chambers.
Two strokes, its just that simple.

They look to me as if someone moved them under the frame for more cornering clearance and did a pretty good job of creating clearance dents. The chain tunnel is pretty large but it probably didn't cost more than 1 or 2 hp.
