GT250a Exhaust manifold spanner?

Hi everyone and seasonal greetings.
I'm doing a bit of work on my 1975 GT 250a.
I've had a constant problem with exhaust gasses leaking from the manifolds. I've replaced the seals in the past but the problem still persists. I think my biggest issue is getting the "flange nut" tight.
What is the best tool (apart from hammer and drift) to do the job?
Is there a correct size of C spanner?
I think I'll clean the threads with a thread file, to make sure there's no restrictions.
