GT 250L wheel spacer

I am rebuilding my bike which is my first go at restoration and I am unsure of the arrangement at the rear wheel. The wheel seems difficult to align. The manual and parts catalogue show one spacer on the RHS. My bike came with a large spacer and an additional one of about 5mm. The small spacer is also the wrong diameter which makes me think it should not be there. Does anyone know what size spacer should be fitted? Any help would be appreciated.
