I took the risk and had a peek. The frame looks to be the same as the Seeley I once owned.

It appears to be a Seeley frame, Ceriani front brake, street forks, TZ250 throttle housing, pipes look like Swarbricks. The engine number suggests it came from a TR in which case a PO threw the original chassis away or maybe sold it off to pay for the Seeley frame.
