Just picked up a 74 GT750.
According to Clymer you turn the carb upside down to check float height ( 27.5mm) . This way it reads 23mm. If I turn carb slightly until float just rest on needle then I get 28mm.
Which way is the correct procedure.

As you correctly surmised, The carbs should be at an angle to set the float height. If your measure 28mm, they should be fine.

If your reading 23 mm the needle is being depressed with carbs upside down. Regardless of which way you turn them, it needs to read 27-28 mm when the tongue is barely touching the needle. And the needle not being depressed. You actually have to turn the carbs close to a 45 degree. If your manual states it needs to read 23 mm with the needle completely depressed, then that would be fine. If not, ignore that measurement and shoot for the other.
