me and a buddy at work are toying with the idea of doing a few track days just for fun.
what do you need to have, to do a track day ie specific licence? leathers ,
this is in texas ,i dont know if it varies between different states?.

Find out the club that runs the track days, or sponsor and ask them. As you say, rules vary.
