Identify year of my TS250

I picked up a rough looking TS250 and I'm trying to figure out the year.
The VIN and motor serial are both 24XXX
Just looking at the tank, I thought it was 77 or 78 but others disagree.
Sorry, the picture was oriented correctly on my computer but turned when posted here.
As you can see, I need to find flywheel and sprocket covers
I'd appreciate any assistance in narrowing this down!

model year 78 starts with TS250-20123
model year 79 starts with TS250-33581
