71 TS250: Sprocket/Gearing Query

Hi Guys,
I'm looking to change my gearing a bit on the Savage. She's too pretty to take off road, so I tend to use her around the roads and for buzzing to work on - lotsa fun on a nice day
So my question is what combination of sprockets should I aim for? Recently, my bike group took our wee bikes out for a day long run and I found that out on the open road I was unconsciously trying to change gear up i.e. the revs sounded like they needed to drop on the straight bits of road.
Currently the bike has a 14 tooth front sprocket and 40 tooth on the rear. My manuals show 15:39 as standard and the options to be
13, 14 and 16 for the front and then 40, 41 for the rear.
Best combo for riding on the road as opposed to dirt?
