The jet for the choke is in the bottom of the float bowl. Use a flashlight to make sure those jets are clear. Shine the light into one side — you should be able to see that light looking at the other side.
Use spray carb cleaner with the application tube that comes with the can. Spray each of the choke passages in the carb body to make sure they are clear.

Daxman- had to laugh at the vision of putting nose up the exhausts - not my usual weekend activity ! Plugs seem dry to me so still v suspicious of both carbs.
Jabcb- will check out choke jets in both bowls and report back.

As previously mentioned, the main jet, the pilot jet and the jet above pilot jet (the one to remove to get at the pilot jet) have all been replaced.
The air screw and spring, piston needle have been changed and every passageway I can see has been blown out.
Carbs bowls re-checked as suggested. They both have small passageway which runs from the bottom of the bowl to the top - both are clear.
There is brass column which I guess is the overflow. Both are clear also.
On the carb body there is brass column (similar to the overflow column) with a tiny hole in the end and two small holes opposite each other at the other end where it goes into the main carb body. I have squirted carb cleaner into the hole at the end and liquid comes out of both other holes. I have pocked a thin strand of wire through and it goes past the two little holes opposite each other then comes to rest. In what, I'm not sure but I suppose somewhere in the carb body.
Any suggestions where to go next?

I'm almost out..
If we assuming carbs are flowing fuel for a minute then only ignition is left. In the olden days we used to set the timing to TDC on an unknown motor to try and get it to start..Add the advance later.

If I understand correctly, I believe the brass column is the choke tube, turn the choke on and you should be able to blow cleaner and/or air into carb intake through tube, if not the choke plungers could be stuck closed.
Easy start can make an ignition issue look like fuel issues. but if an ignition issue, I would think plugs should be wet when it doesn't start.
Did you try a small amount of fuel down spark plug holes instead of easy start ?

May I ask where you got the small jets that you have to unscrew to get to the pilot jets? If you try to start using the choke & NO spray quick start, do the spark plugs get wet?
