Rebuilt carbs with all new parts but having problems that are baffling. Will start when choke is depressed, will rev with choke but not without until revs get to around 4500rpm then it revs freely above this threshold. Any ideas guys as I'm stuck.

Most times it is clogged or restricted pilot circuit, even with new parts you must get the small passage ways clean in the carb. I like to blow carb cleaner and/or air through everything to check for flow.

+1 on that. It only takes a little grain of dirt to bugger things up. Strip the carb all down completely and clean thoroughly and blow through with an airline or jet-washer. Don't forget to fit an in-line fuel filter if you don't already have one.
You mention new parts. Are they the correct carbs for the bike? If not, you could have the wrong jet sizes fitted.
