I have some left over parts from a GT380 I once owned and need help identifying these parts. Are they handlebar holder mounts?

Those look like mounts to attach a turn signal or some other light to a round tube such as a fork tube or crash bar.
Possibly from an old Harley?

That is possible. I can’t say definitively what they are from though....

They aren't a GT380 Suzuki part. But they could be an aftermarket mounting clamp for something (Clip-ons, indicators (as already suggested), crash bars, luggage frame etc.).
