Just changing bars shouldn't affect tach cable, the tach/speedo bracket bolts to the triple tree, changing bars should only affect clutch and throttle cable, and brake hose.

There are companies that manufacture bespoke cables here in the UK maybe there are some in the US too?

+1 on karl's comments.

If you have a stock cable, then the extra length is because you ran the cable via a shorter path from the tach drive at the back of the motor to the tach.
You can alter the cable path a bit to use up that 4 inches.
Also, make sure the cable path you chose does not cause a problem when you turn the handlebar to the extreme right or left.
