Still not sure why.......

Spanner nut #1 tightens against #2 whether it be the stock setup or the top of the tapered roller bearing. Then #6, the dust shield drops over spanner nut #1. Simple enough, except the ridge on #6 is taller than the recess on #1. Left like this, the upper triple tree tightens against the whimpy plastic ridge of the dust shield instead of tightening against #1. The tree never touches #1 - only the plastic.
I just got done grinding the ridge off the dust shield so the tree would tighten correctly against the spanner nut. Even the outer ridge was not enough so I had to Dremel off some on the inner ridge of the dust shield as well. The tree now tightens against the spanner nut and the dust shield is free to spin. But I still don't feel like I should need to modify anything to make things fit correctly. Did I miss something?

In that diagram the top locking nut is upside down. the little recess is to fill the void so the plastic dustcap just floats in between the top nut and the upper bearing.

SmokeyAllan is right again!! The fiches are incorrect. I came across this photo I took before tearing the bike down. The spanner nut IS installed small end down! Through the dust shield!
