4LS Torque Bolt removal?

Looking to remove the 4LS Drum from the the old forks, how do I loosen/remove the bolts from the torque bars with those brackets o them?

The tabs against the bolts are meant to be bent down. Then when you put the bolt back in, you bend the tabs back against the bolt. This keeps the bolt from backing out when the bike is together.
