I have a rebuilt engine that has no miles on it,how can I get the speedo back or forward to 00000 so the miles match the motor.I tried the drill but it was to slow,it would only regester 30mph.

10,000 isnt too bad, lucky for you its not higher mileage. You could open it and reset it BUT if the internals are in great shape I'd advise against it and be patient and use a drill set up.
Be aware of a few things you cannot do. You cannot run it at a high speed in reverse constantly as you will heat up the drive bushings in the cable spigot area of the gauge. You will also burn out the drill as its going to take many HOURS in total.
Hook up a cable to the gauge and drill and using a ziptie to set the speed on the trigger to about 70 mph. Then select reverse and let it run backwards at that speed with a fan blowing the drill and the gauge.
Its going to take a while, so be prepared to run it for a few hours every day for some time period until its back to zero.

What does the law allow in terms of running back an odometer? Normally the law does not approve of a speedo being adjusted but I have no idea what they say about it when there's a rebuilt motor involved.

Thats a technical issue, is it being rewound for falsifying true milage or being adjusted to match the original recorded mileage to replace a speedo thats been damaged.
In this case its a rebuilt motor and the owner wants to correct the mileage to the rebuild for their service interval issues.
As long as the fact is disclosed before a sale there should be no fraudulent issues, no more than if the vehicle had a new speedometer due to a crash fitted, showing zeroed mileage.
