I made one myself with a hand held power drill. I used a head gasket as a template and started with a 4mm drill bit. After i increased to the correct size for a M10 thread tap (9,5mm?). Didn't take long at all, just buy a good drill bit and use cutting oil to lubricate. Same with cutting the threads, get a good quality tap.
My biggest problem was actualy getting the steel plate to make it from.

Well, I'm hoping to get the one on fleabay. If that fails then it's off to the store for a drill press and taps. I'm sure I'll find more uses for the press.
Depending on what this ebay one goes for I might just make more than one and try to sell a few there.
