Hey there,
Sent my jugs and piston heads out for porting and milling, but I'm not hearing back from the man. I was told not to pester, and that he works slow, but it's been 3 1/2 months or so. Not picking up calls, or responding to emails…
Do I have any options here? I'm not gonna drop names, as the guy is a respected member of the community.

3 months + is a long time with no communication on how the job is going ?

I have had experience where the parts I sent were used on another customer's motor and teh "builder" was waiting for teh next job to come in to get parts for mine - not cool.
I have also seen situations where the tuner is either inundated with work or is ill and unable to respond. before we jump to conclusions and start threatening people it's probably a good idea to ask around (like you are doing) and see if you can find out what's going on.

He might be dead. Go see whichever and hopefully he's still around and just had computer problems.
