soak it in water. evaporation does the rest.

Looks interesting. Might give one a try.

Coolmax helmet liners are worth considering too.

I've been using coolmax helmet liners for a while. Not perfect but they definitely provide a worthwhile benefit. Does a good job of keeping the helmet dry & clean even if you sweat. Seems like I sweat less when using them & my hair definitely dries more quickly. I got a few of them & just wash them with shirts to keep them clean.

Not sure what brand I got -- just bought the ones a local bike shop carries.

Evaporative cooling, I learned the hard way: Doing an Iron Butt ride from PA to TX, got hit hard by a rain storm east of Dallas. Got soaked, put on rainsuit. An hour later with rainsuit still on, the skies cleared and it was 100 degrees. The rainsuit held in the moisture and now sweat as well.

Pulled over, stripped off the wetsuit and I was soaked to the bone. Starting riding again and felt like I was freezing to death in 100 degree weather!

I guess the vest modulates the moisture loss - too much loss and you get cold, too little and you are hot and wet.

There used to be old auto air conditioning systems built on this principle.
